City Manager Victor Peña

Victor graduated from Robert E. Lee High School in Midland, Texas and later earned a Bachelor of Business Administration degree from Angelo State University.  Mr. Peña began his public service in 1985 for City of Midland, Texas in the Administrative Services Department.  In 1993 Mr. Peña was selected as the City of Ardmore, Oklahoma’s first Human Resources Director.  He served in this capacity until his career brought him back to Texas in 1997 as the City of McKinney Human Resources Director.  In 1998 he transitioned to the Administrative Services Director position for the City of McKinney.   In 2003 the Lake County, Illinois Commissioners appointed Mr. Peña as their Human Resources / Risk Director.  2004 saw his return again to his home state as the City of Huntsville Assistant City Manager / Administrative Services Director.  The City of Bellmead appointed Mr. Pena as their City Manager in October 2009, thus providing service to the public for twenty – three years and counting.

 

Cynthia Ward

City Clerk Cynthia Ward

Cynthia is a long time resident of Bellmead.  Cynthia attended school at La Vega ISD. Upon graduating she attended M.C.C. and studied accounting. Cynthia was hired by the City of Bellmead in 1990 and worked in the water office as a clerk, in accounts payable, did water billing and was later promoted to office manager.  She left the City in 2000 for a career change and attended the Police Academy. She graduated in 2001 and became a licensed peace officer.  As a licensed peace officer, she started her career at Baylor University, She later worked for McLennan County as a Deputy Constable at Precinct 7, and was promoted to Chief Deputy Constable.  Cynthia was hired back at the city, July of 2009, as the City Clerk.  She is currently enrolled with the Texas Municipal Clerks Association, and working on her certification.  Not only is Cynthia the City Clerk, she also serves the citizens of Bellmead in the capacity of a reserve peace officer, with the City of Bellmead police department. She is overwhelmed with all the positive response upon her return, and hopes to contribute to making the city one we all can be proud of.
