City Clerk Cynthia Ward
Cynthia is a long time resident of Bellmead. Cynthia attended school at La Vega ISD. Upon graduating she attended M.C.C. and studied accounting. Cynthia was hired by the City of Bellmead in 1990 and worked in the water office as a clerk, in accounts payable, did water billing and was later promoted to office manager. She left the City in 2000 for a career change and attended the Police Academy. She graduated in 2001 and became a licensed peace officer. As a licensed peace officer, she started her career at Baylor University, She later worked for McLennan County as a Deputy Constable at Precinct 7, and was promoted to Chief Deputy Constable. Cynthia was hired back at the city, July of 2009, as the City Clerk. She is currently enrolled with the Texas Municipal Clerks Association, and working on her certification. Not only is Cynthia the City Clerk, she also serves the citizens of Bellmead in the capacity of a reserve peace officer, with the City of Bellmead police department. She is overwhelmed with all the positive response upon her return, and hopes to contribute to making the city one we all can be proud of.
Functions of the Office of the City Clerk:
The City Clerk is under the direct supervision of the City Manager, she handles a wide range of services and duties for the City, City Council, staff and citizens.
The City Clerk provides administrative support to the Mayor, City Council and staff in many ways.
Working in conjunction to the City Manager’s Office, she prepares and post meeting notices as required by the Opens Meeting Act.
The City Clerk distributes City Council agenda packets to the Council and attends all Council meetings, to record and take minutes of the proceedings and maintains official Council Minutes Books.
The City Clerk is also responsible for the collection and cataloging of ordinances, resolutions and contracts as well as the codification of all City Council adopted ordinances.
The City Clerk serves as the Administrative Officer for the Records Management Program for all City records according to the guidelines of the Texas State Library and Archives Commission.
The City Clerk certifies and attests by signature and by affixing the City Seal to all pertinent documents.
The City Clerk processes public information requests in compliance with the Texas Public Information Act.
The City Clerk serves as the City’s Election Administrator responsible for all duties relative to the conduct of municipal elections in accordance with the Texas Election Code.
The City Clerk in addition to the above, does various other duties as designated by the City Council and the City Manager.
