permit requirements
The following are informational guidelines, these guidelines are only meant to be a tool to assist the citizens of Bellmead and do not state all requirements of the codes, in the construction of residential structure inside the City of Bellmead. This information should not be considered as all inclusive of the building requirements in the city, all requirements of the building codes must be met whether or not they are described in the guidelines. If this information is in conflict with any ordinance, building code, state or federal code/laws or part thereof, the code/laws will prevail. These guidelines may be subject to change periodically.
Building Permit Application
To obtain a permit for a new home construction or remodeling an existing home the owner must file a written application on the form furnished by the Development & Neighborhood Service Division. All blanks must be answered and any not completed must have an explanation as to why it is not required.
- Describe the work to be preformed.
- Provide a current assigned street address or legal description for the property where the residence is to be built or remodeled.
- State the valuation of the proposed work.
- Provide other data and information as required by the code official including but not limited to;
- Detailed, drawn to scale site plan showing all improvements and utilities.
- Provide a current plat of the property and the property lines shall be located.
- Plans stamped by State of Texas engineered for the foundation of the structure.
- Floor plans of the structure along with all elevation details.
- Multiple story structures shall have a complete set of plans stamped by State of Texas Engineer.
Zoning
- The front door of the structure shall face the street in which it is addressed and the building line shall run parallel with the street.
- The setback is determined by the current building line or according to the most current zoning map which the property is located
- The minimum side set back on a corner lot for new subdivision is 25 feet and existing building line on established subdivisions prior to 1992.
- The minimum side yard is 5 feet
- The minimum rear yard is 30 percent of the depth of the lot. It does not need to be more than 35 feet for a single-family residence.
- You may only have one living unit [habitable structure] on an approved lot.
- Structures may not cross over any platted property line. It is the owner's responsibility to re-plat the lot, pay filing fees, provide tax certificates, request any public hearings required, and provide final re-plats, with original signatures, for recording to the city. There are many variables to this process which the Code Enforcement Division must approve before any permits will be issued.
- Carports are not allowed in front of the building line of the residence. Specifics can be obtained from the Development & Neighborhood Service Division.
- An accessory building, if desired, is required in the rear of the property. It is required to maintain a 5-foot side yard clearance and be a minimum of 12 feet from the main structure.
Utilities
- Every residence is required to have is own water and sewer tap. In certain situation a "bullhead" may be approved.
- A new or rebuilt residence is required to be connected to a city water and sewer tap. Unless the Public Works Director approves existing taps, new taps may be required.
- In new construction, all water lines shall be of an approved type, inspected and new from the meter to the structure and shall have a cut off valve with an approved box installed within 3 feet of the structure.
- In new construction, all sewer lines shall be of an approved type, size, inspected and new from the city's clean out and shall have a two-way cleanout with an approved box installed with in 3 feet of the structure.
Inspections
Various inspections are required during construction and remodeling as listed below, however it should not be considered as conclusive of all requirements. GENERAL GUIDELINES: Brief description but is not limited to the following.
- The foundation shall be inspected prior to the concrete being poured. Trenches are to be prepared, forms erected, steel tied in place and properly supported. For pier and beam foundations, the framing shall be inspected before the floor decking is placed.
- The framing shall be inspected after the building is roofed, all framing completed, fire-blocking and bracing is in place, chimneys and vents are in place, wall ties are installed and plumbing, electrical, mechanical duct and gas are installed.
- Plumbing inspections shall be requested by the licensed plumber and all appropriate inspections shall be completed prior to covering any plumbing.
- Electrical inspections shall be requested by the licensed electrician and all appropriate inspections shall be completed prior to covering any electrical wiring.
- Heating, Venting and Air Conditioning inspections shall be requested by the licensed HVAC Company and all appropriate inspections shall be completed prior to covering any duct or work.
- Energy inspections shall be inspected prior to sheetrock and at final inspection. The contractor shall furnish to the Development & Neighborhood Service Division a list of the type of materials, locations and R-values installed in the construction or renovations, along with the energy ratings of all windows and doors installed.
- Final inspection shall be requested by the permit holder when the building is completed and prior to occupancy. For new construction, the Development & Neighborhood Service Division will issue a Certificate of Occupancy.
Final inspections are required on all phases of work before the residence may be occupied. Various utility services require the city to perform a final inspection and report their approval to them before permanent service is installed. The established approval form is "GREEN or RED TAG" issued by the inspector which is left on site after inspections pass or fail. It is normally the contractor's responsibility to keep the tags on site until the final inspection is approved. Any failed inspection may require obtaining a re-inspection permit.
All inspections are to be called into the Code Enforcement Division at 254.799.2436 or requested in person at the Municipal Services Building located at 3015 Bellmead Dr. Monday through Friday 8:00am to 4:30pm.
All electrical work shall be inspected per the 2002 Edition of the National electrical Code. The Development & Neighborhood Service Division has adopted the 2003 International Codes and amendments adopted can be requested at the Municipal Services Building, a copy of the codes are also on file in that office for review.
